It is possible to organize the acquisition of preschool education at the level of the territorial community in several ways:

Build a new kindergarten. One of the most common options for enrolling children in preschool education. If you have chosen this method, it is important to take into account the demographic situation in the community and the prospects for its use in the coming years.

Create preschool departments in other educational institutions by reorganizing them. In this way, you can create, for example, a preschool group on the basis of a school or other educational institution, which have free premises and suitable for use.

Resume the activities of kindergartens that have not worked for a long time or were not used for their intended purpose. These premises were mostly closed, repurposed or sold in the 1990s, and some of them were not used for their intended purpose, but there are still in the network of preschool education.

Open kindergartens in adapted premises that can be arranged to work with children (in compliance with the Sanitary Regulations for preschool educational institutions).

Open private kindergartens. It is also important at the community level to stimulate private initiative and work with business, to attract investment in education.

Open additional groups in already functioning preschool institutions, etc.
