On December 3, 2020, DECIDE project together with Ministry of Education and Science of Ukraine, Ministry of Communities and Territories Development and All-Ukrainian Association of Amalgamated Territorial Communities presented the campaign “Education in new communities from A to Z”.
“Switzerland supports Ukrainian partners to ensure that children in every community have equal access to quality education. The communities have a great responsibility, and we are happy to support them in an expert way during creation of a better local education system”, said Nicole Ruder, director of the Swiss Cooperation Office in Ukraine.
Creation of the education authorities, finances, management of the network of educational institutions, inter-municipal cooperation, strategic planning and public relations are the key topics of the campaign. From December 2020 to May 2021, 30 webinars, dozens of publications, guidelines, standard document templates, step-by-step instructions and checklists are planned.
“The development of education in the community will depend on the well-coordinated activities of the education authorities, effective use of resources and active cooperation with the public. To support education managers, the communities will receive advice from leading experts and practitioners on creation of the education authorities, finances, management of the network of educational institutions, inter-municipal cooperation, strategic planning and public relations. All this will make it possible to create an effective education management system in the communities”, explained Natalia Protasova, head of NGO DOCCU, director of DECIDE project.

In order to provide practical assistance, the guideline “Creation of the education authority in the community” with standard document templates was presented at the online session. The publication provides practical recommendations and step-by-step algorithm for creating education authority in the community within executive office without establishing a legal entity, or creating separate structural division in the matter of education with the appropriate status of a legal entity.
